What is Household Targeting and How Does Addressable TV Work?
Household targeting delivers different TV ad creative to different households watching the same program, using addressable-TV technology to swap in the ad most relevant to each household's data profile.
Household targeting is the practice of serving different ad creative to different households watching the same TV program or stream, based on data about that household rather than the content itself. Addressable TV is the delivery technology that makes it possible: instead of every viewer of a show seeing the same national spot, a streaming service or a pay-TV provider swaps in the ad most relevant to each household's data profile, in real time.
How Addressable TV Actually Works
Two technical approaches deliver the swap, and which one applies depends on the platform. On streaming and OTT services, dynamic ad insertion stitches a personalized ad directly into the video stream for each household, so there's no visible seam between content and commercial. On traditional broadcast with smart-TV capability, dynamic ad substitution takes a different route: the broadcast signal keeps running unchanged, but the smart TV's own player swaps in a personalized ad locally, overlaying the standard commercial as it airs. Either way, targeting happens at the household level, not the individual level: a set-top box or smart TV is one data point representing everyone in that home, which is a meaningfully different unit than the person-level graphs used in audience based marketing on digital channels.
Where It's Actually Available Right Now
Addressable TV is not universally available, and where it works changes the media plan. In the US, 92 percent of pay-TV households are now addressable-enabled, per the Video Advertising Bureau's 2026 guide, and 78 percent of advertisers expect addressable to factor into their 2026-2027 Upfront negotiations, evidence the format has moved from experimental to standard planning. Other markets are catching up on a different timeline. In the UK, Sky, Channel 4 and ITV announced a joint self-service marketplace in June 2025, launching in 2026, specifically to open addressable inventory to small and mid-sized advertisers who previously couldn't clear the minimums for national TV. Before committing budget to household targeting in a new market, confirm inventory actually exists there; assuming US-level addressability everywhere is a common planning mistake.
What It Takes to Target a Household
Household targeting runs on data the advertiser or the platform already holds, matched to the viewing device rather than collected fresh from the ad itself. That typically means first-party CRM data matched by postal or IP address, third-party household-level data segments, or the platform's own viewership data from set-top boxes and smart TVs. The narrower and more current that match, the tighter the targeting, but narrower targeting also shrinks reach: a campaign can go deep on household precision or broad on scale, and the addressable footprint usually sits well below a program's total audience. That tradeoff is why addressable TV pairs well with, rather than replaces, a broader connected TV buy: addressable carries the precision, CTV/linear carries the reach.
How Criterion Global Plans Around It
For PURE Insurance, reach and frequency were never treated as a maximize-at-all-costs metric: premium inventory was prioritized on TV devices in-home specifically because household-level precision, not raw impression volume, was what protected media spend in a high-net-worth insurance category where waste is expensive. That's the same discipline behind our TV media buying and Video 360° practice: treat household and device-level data as a targeting layer on top of a TV plan, not a replacement for one, and calibrate reach and frequency to the audience that's actually addressable rather than the audience a national buy assumes. For brands weighing how much of a launch budget to commit to addressable inventory before scaling, that calibration is exactly what the Criterion Global Budget Blueprint℠ is built to test, alongside the broader CTV advertising strategy addressable sits inside.
