Japan's walled gardens are homegrown
Criterion Global is a leading independent international media agency with a Tokyo desk, helping global brands enter Japan through the domestic platforms, broadcasters and transit networks that shape how 123 million people shop and watch.
Japan is a $4.4 trillion economy and an ¥8 trillion ad market that has set a record four years running. As an independent Japan marketing agency, Criterion Global plans global brands across LINE, Yahoo! JAPAN, Rakuten and broadcast TV, buys with no media-owner interest on our side of the table, and clears every campaign against Japan's stealth-marketing rules.
Japan spent a record ¥8.06 trillion on advertising in 2025, and for the first time more than half of it (50.2%) went online, according to Dentsu. Unlike China, the global platforms are open here: YouTube's ad audience reaches 78.5 million people and Instagram's 63.2 million. But the largest audiences belong to domestic ecosystems. LINE passed 100 million monthly users in Japan in December 2025 and sits with Yahoo! JAPAN and PayPay inside LY Corporation, while Rakuten ties more than 100 million members to a single ID across shopping, cards, travel and mobile. Terrestrial TV still took ¥1.63 trillion, and the broadcasters' own streaming service, TVer, reached a record 44.6 million monthly browsers.
Because we sit on one side of the table. Criterion Global is independent and paid only by its clients, and we don't sell airtime. That matters in a market where the largest agencies have traditionally sold broadcast inventory and represented competing advertisers at the same time. Our Tokyo desk plans Japan alongside every other market a global brand runs, and our average client tenure is 5.5 years.
The platform mix and the disclosure rules. Google and Meta are open in Japan, but LINE, Yahoo! JAPAN and Rakuten hold the largest domestic audiences, and TVer brings broadcast TV to connected screens. Since October 2023, any ad that consumers can't recognize as an ad is unlawful, and the advertiser is liable, so every creator and affiliate placement needs clear labeling.
Start with the Japanese platforms, not the global template, and write natively in Japanese. Plan LINE and Yahoo! JAPAN for reach, Rakuten and commerce media close to purchase, and TV or TVer where the category needs scale. Criterion Global sizes the entry to a Minimum Viable Market Investment℠ (MVMI℠), so the test is big enough to read against domestic incumbents.
The rules reward brands that plan for them. Since 1 October 2023, Japan's Act against Unjustifiable Premiums and Misleading Representations has treated undisclosed promotion as a misleading representation: any ad consumers would find hard to identify as an ad is banned, and the advertiser, not the influencer, carries the liability, with fines of up to ¥300 million for a company that ignores a corrective order. The market structure matters as much as the law. Japan's largest agencies have traditionally represented competing advertisers in the same category and sold broadcast airtime as well as bought it, so an independent agency that only sits on the buyer's side is a real alternative, not a branding line.
Investors are looking at Japan again. Lazard's March 2026 research on Japan describes governance reforms "entering a new phase", with wage growth, capex and shareholder expectations all rising.* For a global brand, that points to a market worth entering with intent. Criterion Global plans and buys Japan as an independent agency paid only by its clients, with spend sized through the Criterion Global Budget Blueprint℠ to a defined Minimum Viable Market Investment℠ (MVMI℠). *Lazard is a global media AOR client of Criterion Global, cited here for its published market analysis only.
